Will the footrest work in a normal economy airline seat?

Yes! The installation strap is adjustable to allow you to dial in the right height for your feet regardless of the tray height.

Can I use this footrest with the tray down?

Yes, the strap rests on the bracket of the tray, not on the tray itself.
